In order to be eligible to apply for the Advanced Torah Fellowship, one must be a qualified scholar, with S’micha or 5 years of post-high school study of Talmud and Halacha and have passed an exam (e.g., Rabbanut S’micha Exams) or the equivalent (e.g., a Yoetzet Halacha program graduate).
